Economic Growth & Development

Experience: Business Owner and Chief Executive
According to the Tax Foundation, Iowa ranks 15th highest in local government property tax collections. As a percentage of income, Iowa's local governments collected $35 in property taxes per $1,000 of the taxpayers' personal income. In addition, The Tax Foundation's State Business Tax Climate Index has Iowa's corporate income tax ranked 43 (with 1 being best, 50 worst) in both 2004 and 2003. These figures are unacceptable and are obstacles to growing Iowa’s economy.

  • Bob Vander Plaats is FOR a creative marketing plan that will attract and encourage new businesses and grow existing businesses.
  • FOR the drastic reduction of property tax; ensuring and prioritizing local control by shifting the burden of mental health and K-12 instructional funding to state government.
  • FOR simplifying the income tax system.
  • AGAINST an unreasonable burden of taxation on corporate income.
  • FOR creating avenues for private venture capital.
  • AGAINST taxing pensions and retirement income.

Vision Iowa and CAT
Bob Vander Plaats is FOR enhancing the quality of life in Iowa by encouraging the development of community attraction and tourism. He believes that the best way to facilitate the addition of recreational, cultural, educational, and entertainment facilities is by implementing a bold vision to grow Iowa’s economy.

Values Fund

  • AGAINST further use of the Values Fund. It does not meet the criteria of Iowa’s constitution and puts the government in charge of picking winners and losers.
  • FOR providing a fair, competitive tax and regulatory structure for ALL who do business in Iowa.
  • FOR public/private partnerships for ventures that have significant public benefit, such as the development of renewable energy.

Department of Natural Resources

  • Bob Vander Plaats is FOR the continued development and use of alternative fuels, including high ethanol blends (E85) and higher biodiesel blends (B20). With Iowa being a top corn and soybean-growing state, supporting production of these alternative fuels simply makes good economic sense for Iowa.
  • The DNR reports that Iowa hosts more than 250,000 hunters annually; hunting deer, pheasants, waterfowl and other small game. Bob is FOR a marketing plan that will attract and encourage new businesses and grow existing businesses.
  • FOR living and conducting business in harmony with our natural surroundings, so that each generation leaves the environment in better condition than the prior generation.

Gambling
Bob Vander Plaats vision for Iowa is about enhancing the quality of life for Iowans through true economic growth and world-class education. Gambling simply does not fit into that vision. Bob rejects the myth that gambling is economic development, and does not support increased gambling in Iowa. True economic development provides a long-term harvest rather than a quick-fix.

Management of State Government

Experience: Chief Executive Officer with proven track record of fiscal responsibility and authentically balanced budgets
Ronald Reagan once said, “Government always finds a need for whatever money it gets.” Bob believes that the answer to managing Iowa’s budget effectively is not more money...the answer is to be responsible with the money we already have.

Management of State Government

  • Bob Vander Plaats is FOR balancing the state’s budget, without relying on one-time resources.
  • FOR re-designing state government and its delivery of services. Bob believes in implementing LEAN Methodology to all aspects of government; embracing services that add value while eliminating items of waste.
  • AGAINST the use of one-time resources for recurring expenses. Bob will work with State Auditor Vaudt, only considering pay-back plans and budget proposals that are fiscally sound.
  • FOR focusing the Department of Human Services on the actual delivery of services rather than on a growing bureaucracy; shifting focus from state to local communities.
  • FOR simplified education funding.

In just four years, 2001-2004, more than 1,000 children were identified as victims of abuse due to dangerous meth labs and precursors. This problem must be confronted aggressively.

  • FOR mandatory prison sentence for producers of meth.
  • FOR common sense measures that do not penalize a majority of law-abiding citizens.
  • FOR tougher penalties for drug violations involving firearms.

Immigration
The INS estimated in February 2003 that the illegal alien population in Iowa was about 24,000 residents. This was more than triple the previous INS estimate that the illegal alien population was about 6,400 as of October 1996.

  • Bob Vander Plaats is FOR legal immigration, welcoming individuals who desire a future in American, and Iowa, abide by the legal process, and contribute to our society.
  • AGAINST amnesty for illegal aliens.
  • FOR strict accountability and high fines for business and industry employing illegal aliens.
  • FOR English as the official language.

Education

Experience: 7 years high school teacher, 4 years high school principal
Bob Vander Plaats received his education in the private school system. He was a teacher and high school principal in the public school system and received his most important life lessons from his home school. As Governor, Bob will employ his experience in education to ensure that every child in Iowa, whether private, public or home schooled, receives a quality education.

Experience: Healthcare and Human Services Executive
Because Iowa’s healthcare system is influenced by many entities, including doctors, dentists, chiropractors, patients, and insurance groups, Bob has purposefully assembled a diverse healthcare committee. It is only through the candid exploration of all points of view that reasonable, attainable solutions can be reached.

Family and Social Issues

Stem Cell Research and Human Cloning
Adult stem cell research and research alternatives which do not destroy human life, have provided the medical community with dozens of treatments and/or cures for many human ailments including Multiple Sclerosis, Arthritis, Parkinson’s Disease, spinal chord injuries, and more than 20 types of cancer. On the other hand, the benefit of embryonic stem cell research remains hypothetical. Embryonic stem cell research has not produces a single cure. Bob Vander Plaats takes a strong stand on pro-life issues and will not support medical research which creates life simply to destroy it.

  • Bob Vander Plaats is AGAINST embryonic stem cell research.
  • AGAINST human cloning.

Abortion
Experience: Due to potential health risks, Bob and Darla were confronted with abortion option when expecting their fourth child. It was given no consideration. Bob and Darla are pro-life, valuing the sanctity of life, from conception to natural death.

  • Bob Vander Plaats is AGAINST partial birth abortion.
  • FOR making it a crime to harm a fetus during another crime.
  • AGAINST human cloning.

Marriage & Civil Rights
Experience: Married for twenty-two years to Darla. As a high school principal, Bob fought and won an ICLU lawsuit, thereby securing the right for students to pray at high school graduation.

  • AGAINST restoring voting rights to felons without proper process.
  • FOR the death penalty in the case of pre-meditated murder and multiple felonies that, when combined, result in death.

Bob Vander Plaats is a strong supporter of the 2nd Amendment, the right to keep and bear arms, and is AGAINST suing gunmakers and sellers for gun misuse.
